1.   CultureMap - Reflections and Remarks

The study entitled CultureMap (and subtitled 'Mapping and evaluating existing platforms/websites within the cultural sector aimed at stimulating debate and cross-border exchange of matters concerning European culture'), published at the beginning of March 2010, was commissioned by the European Commission and conducted by empirica GmbH from Germany with P.A.U. Education and IBK Remscheid as partners. The main findings and conclusions raised a lot of questions and discussions. Three questions seem substantial to us, concerning the definition of European culture (does 'European culture' encompass only 27 EU member states plus Iceland, Norway and Liechtenstein), the interactivity as criterion (53% of the websites analysed are not interactive), and the establishment of an umbrella portal (within the framework of which existing European cultural platforms/websites would be organised). In the meantime, the recommendations are in the process of being rewritten, and the conclusion about an umbrella portal is being abandoned. Now, however, a new question arises: as conclusions are always derived from the underlying research, how is it possible to formulate different conclusions based upon the same findings?
