Conference on the Preparatory Action Culture in the European Union's External Relations The Conference on the Preparatory Action Culture in the European Union's External Relations was held in Brussels in the Cultural Centre BOZAR, on 7 and 8 April 2014. The Preparatory Action has been supported by a Consortium of eight cultural institutes and organizations. It has been initiated by the European Parliament in accordance with its Resolution on the cultural dimension of EU external action, which had called for the development of a visible common EU strategy on culture in the EU external relations. The Conference, that gathered some 400 participants, provided an opportunity to discuss the results of a study on the role of culture in European external relations, as well as to look back at a number of discussions and proposals for integrating culture in European external relations. The key question at the moment is to find a proper place for culture in the European external relations affairs strategy, that is being discussed. Speakers and panellists as well as participants in the discussions touched upon many important issues, including questions of moving ahead from the classical perception of cultural diplomacy as a tool for presenting "oneself" to "others". Many participants insisted on a change of the paradigm (at all levels) towards a more collaborative process - a dialogue. Debates also included reflection about the role of culture in EU's development policies, and a need to highlight this dimension in the future strategy. What still remains to be resolved, is a question who will be leading the process or who will be the focal point for coordinating EU's efforts in this field. A member of the Culturelink team, Ms. Nina Obuljen Korzinek, participated as a speaker in the first panel, on Realities and Expectations about Culture in EU External Relations. IHEAP - OPPORTUNITY FOR ARTISTS The Institut des Hautes Etudes en Arts Plastiques (IHEAP), Paris, France offers participants a course of study where they can free themselves from the inherited art history of the 20th century, by investigating crucial issues of art in the 21st century, an ongoing history in which the participants themselves will eventually take part. HEADLANDS CENTER FOR THE ARTS ARTIST IN RESIDENCE PROGRAMME The Artist in Residence (AIR) programme of the Headlands Center for the Arts, USA, awards fully sponsored residencies to approximately 45 local, national, and international artists each year, who become part of a dynamic community of artists participating in Headlands' other programmes, allowing for exchanges and collaborative relationships to develop within the artist community on campus. STUDY PROGRAMME HERITAGE, CULTURE AND TOURISM The Public Administration International (PAI) study programme Heritage, Culture and Tourism: Policy and Practice for Maximising Results is scheduled to run in London, UK, from 16 to 20 June 2014. The programme will broaden the participants' knowledge and understanding of the issues surrounding heritage and cultural policy and examine the relationships between heritage and culture and other government priorities such as education, housing, tourism development, and economic development. >>> 9. ARTISTS IN RESIDENCY 2014: CALLING AFRICA'S ARTISTS The Artists in Residency (AIR) 2014 Programme is seeking applications from African artists who are both socially engaged and stretching the boundaries of their creative domain. The residencies are available to all types of artists, but each residency has different durations, structures and requirements. The deadline for application submissions is 20 June 2014. >>> 10. INTERNATIONAL SUMMER SCHOOL IN CULTURAL ECONOMICS ON THE VALUE OF CULTURE For the 6th consecutive time, the Centre for REsearch in ARts and Economics (CREARE), Amsterdam, the Netherlands organizes the International Summer School in Cultural Economics on the Value of Culture - On the Relationship between Economics, Culture and Art.
