Perspectives of National Cultural Policies Development in the EU Context

The international conference Perspectives of National Cultural Policies Development in the EU Context: Critical Dialogues, organized by the Institute for Development and International Relations (IRMO), the focal point of the Culturelink Network, was held in Zagreb, Croatia on 17-19 May 2017. Organized as part of a two-year Jean Monnet project, entitled EU Competences and National Cultural Policies: Critical Dialogues (CULPOL) and co-funded by the Erasmus+ Programme, the conference gathered renowned cultural policy researchers, cultural professionals, cultural civil society representatives, policy-makers and young professionals from Europe and Croatia.

The conference focused on the following themes: Cultural policies and the crisis in/of the European Union - how to achieve sustainable cultural development?; Strategies and tendencies of local cultural development in Europe: the role and impact of the European Capital of Culture project; What kind of European comparative cultural policy research is needed today?; and National cultural policies in need of vision, innovation and leadership.

"Culture is not simply a large and important sector of the economy, it is a 'social software' that is badly needed to manage the complexity of contemporary regional societies and economies in all of its manifold implications", said Professor Pier Luigi Sacco from the IULM University in Milan during his keynote lecture under the title Making Cultural Policy Matter in the EU Agenda: Key Topics and Perspectives. This interesting lecture on the changes culture is undergoing, in the context of convergence, from Culture 1.0 to Culture 3.0 kick started the main conference programme, set the tone for the next two days, and sparked interest for a lively discussion. In the course of the conference, the main speakers and participants reflected on how to make cultural policies matter on national or EU agendas, on the future of Europe and the place and role of culture in it, on prospects of achieving sustainable cultural development, etc.

By bringing past experiences into dialogue with present and future challenges, the conference discussions aimed to put the focus on relevant questions that cultural policies must address in order to ensure emancipatory and sustainable culture. 2.   FIRST ATELIER FOR YOUNG FESTIVAL MANAGERS IN AFRICA 2018

The Festival Academy, an initiative of the European Festivals Association (EFA), calls for applications to the First Atelier for Young Festival Managers, which will take place in Johannesburg, South Africa, from 23 to 29 March 2018. 45 participants will be selected for the 7-day training programme, during which they will discuss artistic festival management with ten renowned festival directors. 3.   ELIA LEADERSHIP SYMPOSIUM ON HERITAGE / TRANSITION / VALUES

The 8th ELIA (European League of Institutes of the Arts) Leadership Symposium focusing on Heritage / Transition / Values will take place in Poznan, Poland, from 29 November to 1 December 2017, aiming to bring together influential leaders from higher arts education institutions and universities across the globe for a timely exchange and discussion on current issues in leadership. 4.   OPEN SET LAB: MEMORIES OF THE FUTURE PROGRAMME

Open Set, an independent education platform in the Netherlands that promotes the social relevance of design and visual culture, announces the Open Set Lab, a new research programme on the intersection between design, film, art and the humanities, to take place between 8 September 2017 and 27 January 2018. The deadline for applications is 26 June 2017. >>>

5.   TANDEM EUROPE - SOCIAL INNOVATION OPEN FOR NEW APPLICATIONS

Tandem Europe - Social Innovation is a cross-border learning and doing programme developed by European Cultural Foundation (Amsterdam) and MitOst e.V. (Berlin) together with Fondazione Cariplo (Milan) and additional financial support from Robert Bosch Stiftung (Stuttgart). During the Tandem year, cultural-social initiators from all over Europe kick-start long-term collaboration with a partner from abroad, designing and testing new ideas by realising a pilot project for their own local environment. The deadline for applications is 30 June 2017. >>>

6.   INSTITUTE FOR ADVANCED STUDY IN PRINCETON - SUMMER PROGRAM IN SOCIAL SCIENCE

The Institute for Advanced Study in Princeton, USA, announces the second round of the Summer Program in Social Science (2018-2019), with the aim to enrich and expand the realm of the social sciences through the confrontation of different intellectual traditions and perspectives. 7.   25th ENCATC CONGRESS ON CULTURAL MANAGEMENT AND POLICY

The 25th Congress of the European Network on Cultural Management and Policy (ENCATC) will be held in Brussels, Belgium, on 27 - 30 September 2017. On the occasion of its 25th anniversary, ENTACT wants to reflect on the future role of networks in the cultural sector. The theme of this year's event will be Click, Connect and Collaborate! 9.   LOOKING TOWARDS THE FUTURE: THE EUROPEAN THEATRE LAB

At the Digital Innovation in Theatre conference, held in Karlsruhe, Germany, on 6 - 9 April 2017 with the aim to investigate a broad spectrum of current issues related to the digitisation of theatre, the European Theatre Lab, a think tank for the theatre of the future, was officially launched. >>>

10.   FRESH PERSPECTIVES 6: MIXED REALITY AND THE THEATRE OF THE FUTURE, ARTS AND NEW TECHNOLOGIES

The International Network for Contemporary Performing Arts (IETM) launched the 6th issue of its Fresh Perspectives publication series on Mixed Reality and the Theatre of the Future, written by Joris Weijdom to explore the issues at stake when designing a mixed reality experience in the context of theatre and performance. >>>

The 2nd edition of the book Film-Induced Tourism by Sue Beeton treats the topic in an all-embracing manner, discussing a number of aspects of film-induced tourism and its various forms, reflecting on the impacts of film-induced tourism, and including recommendations for community planning in relation to this type of tourism. >>>

12.   MONEY MATTERS: THE ECONOMIC VALUE OF MUSEUMS

13.   STUDY ON AUDIENCE DEVELOPMENT - HOW TO PLACE AUDIENCES AT THE CENTRE OF CULTURAL ORGANISATIONS

15.   CREATIVE EUROPE: PROGRAMME ANALYSIS AND RECOMMENDATIONS

Culture Action Europe published an analysis of the first two years of operation of the Creative Europe programme's Culture sub-programme. Under the title of Creative Europe: Programme Analysis and Recommendations, the analysis and ensuing recommendations offer a preliminary appraisal of how the cultural sector has adapted to Creative Europe, as well as the programme's adjustment to the needs of the sector. >>>

16.   ARTS & INTERNATIONAL AFFAIRS: PERFORMING CULTURE

Arts amp; International Affairs, the official journal of the Institute for International Cultural Relations at the University of Edinburgh published its Winter 2017 issue entitled Performing Culture, which carries eight articles divided into three sub-themes: Witnessing + Memory, Participation + Hierarchy and Performance + Heritage, including an article on the processes of cultural stratification in the context of globalism by Nada Svob-Djokic, member of the Culturelink team. >>>
