    Alongside Essen, Germany, and Pécs, Hungary, Istanbul will be one of three European Capitals of Culture in 2010. In this context the European Commission has launched a grant scheme programme entitled Civil Society Dialogue – Istanbul 2010 European Capital of Culture. The programme will distribute grants to non-governmental organizations active in the area of culture and arts, carrying out projects with partners from the European Union, aiming to demonstrate Istanbul's cultural legacy and capacity.     The University Library in Bratislava has launched an English-Slovak cultural portal, dubbed Cultural Profile of Slovakia. This portal includes not only articles about particular cultural fields but also a wide database of cultural subjects. This database had been prepared either by our authors or through a direct contact with the subject and details had also been acquired from publicly available sources.     The deadline for applications to the International Artist in Residence Program that will take place in Estación Forestal, Buenos Aires Province, Argentina, from 14-26 September 2009, is 3 June 2009. The call is open to artists of different disciplines: drama and performing arts, dance, fine arts and visual arts (video, cinema, photography), literature, music and sound research, landscape creation and others.     The 40th anniversary of the second Pan-African Cultural Festival will be held in Algeria from 5-20 July 2009 with the participation of nearly 8000 representatives of the continent and the African Diaspora. Algeria, commissioned by the African Union (AU) to organize this festival under the banner of "African Renaissance", has already received confirmation of participation from 44 countries on the 53 AU members.     The World Festival of Black Arts will be held in Dakar, Senegal from 1-14 December 2009. At the initiative of Senegal's President, Maître Abdoulaye Wade, the principal African Heads of State, from South Africa to Libya have taken patronage of The World Festival of Black Arts, FESMAN 2009. The artistic organization has been entrusted to major art figures in Africa, America, and Europe, who are in charge of selecting, orienting, and coordinating events.     The Spier Contemporary 2010 is inviting all artists living in South Africa to reflect their experiences, aspirations and visions through new work submitted to this competition/exhibition. The deadline for submissions is 30 October 2009. The Spier Contemporary was born in 2007/08, immediately becoming the largest biennale art competition and exhibition in South Africa. The inaugural exhibition received over 2,500 submissions from around the country, exhibited 95 artists in Cape Town and Johannesburg, hosted 25,000 visitors and awarded R1,000,000 in prize money. Applicants are given the opportunity to take advantage of the professional facilities and support in order to work efficiently and realize their self-defined project of residency.
